*The guards will tell everything they know. The Red comes up from the ocean floor. They know their kin are being held somewhere and when one of them does something wrong, and every eighth tide even if none have done wrong, one of their captured kin are "fed" to the Red. There are no women and children left free in the city with the exception of the councin member's daughter...and they've not seen her about since the strngers arrived. Frankly they're worried for her...*
